Twitter app for iOS (version 7.48.5) has a "Create a List" button that does nothing

Twitter app for iOS (version 7.48.5)
Date: 04/27/2019

Description:

There is a "Create a List" button inside of the iOS app with the current Twitter app. This button does not seem to do anything - nothing happens when you press the button.

This behavior is different from the Twitter website, where, after the user presses the "Create a List" button, the user is able to create a list.

This is easier to show than to describe, so please see the attached screenshots.

Steps to Reproduce:

1. Download and launch the Twitter app for iOS (version 7.48.5)
2. Either sign into an account
3. Go to any profile on Twitter
4. Select the three dot menu option in the upper right hand corner of the screen
5. Select the "Add/remove from Lists"
6. From the "You haven't created or subscribed to any Lists" page - click the "Create a List" button

Result: The "Create a List" button that is visible on pop up screen that says "You haven't created or subscribed to any Lists" does not seem to work - nothing happens when you press this button

Expected: The "Create a List" button on the "You haven't created or subscribed to any Lists" should work when pressed - it should create a prompt to create a list

Select the three circle option in the upper right...

Select the "Add/remove from Lists" option...

This "Create a List" button does nothing.
